I've haven't had it where it would boot once it is up to charge. But it is possible.
I would turn it back off by holding the power button or pulling the battery and then charge it.
Otherwise I would Press Vol Down and Power to get to the bootloader (same as you would for flashing) and time how long it stays up. If it dies doing that I might say you have a battery or other hardware issue.
Now it does when charging when off for me vibrate twice like it is about to boot. It never does though which I believe is normal. Usually I have to pull the power cord and battery and putting the battery back in to boot if I charge while off.
