It generally boils down to the radio firmware aka the modem...Qualcomm pretty much has a monopoly on CDMA chipsets..even the Epic which is not a Qualcomm processor still uses a Qualcomm chipset..

Other possibilities to account for is the new FCC regulation where the modem must be placed on the bottom of the phone and not on top might have some signal strength differences.
