Try hard reset . Which ROM you using ? try stock shipped ROM . It sounds like a registry error or file placement error . not sure what else to tell you without more info .

I am running Sprint's ROM (nothing custom). Needless to say a hard reset is the last thing I wish to do.
I was hoping for an easier fix.
