What is the content of the Telus Provisioning cab? Reg Keys? Software?

Am I able to use and provisioning cab or tweak this cab (not that I would know how)?

Issue remains the same with Energy.RHODCDMA.23148.Sense2.5.Cookie.Nov.19.

energy_telus.cab contains is changing something so the +1 prepend dials as the international LD code 011.

Don't have the knowledge on how to inspect the cab. Any help is appreciated.
