Do you have a special flickr plugin or are you trying to just create a shortcut to flickr.com?
If you want to add a shortcut you go about making a entry for the webbrowser you want to open i.e. \Windows\Start Menu\Programs\Internet Explorer.lnk or opera.lnk
Then below it under the field labeled Parameter put the URL you wish to open in your case
http://www.flickr.com. I just tested this myself and it worked flawlessly.
You could look around
www.deviantart.com and probably find a flickr icon to show up as well.
