The 3.30.651.3 is not actually a full ROM (hence why the OTA update only is less than 7 MB). So technically this is still the 3.30.651.2 with a different kernel.
As long as you have the HTC#17 kernel, you are on the new OTA. 3.30.651.2 had HTC kernel #10.
Besides, a simple edit of the build.prop file and I can claim I am running Android 3.1 if I want

I was actually kind of mad, I had this built over a period of 2 weeks, then on Thursday the new OTA was made available. I built this in an afternoon but am glad I was at least able to incorporate the new OTA.
