OP use a Registry editor like PHM to check this registry value:
HKEY_CLASSES_ROOT\CLSID\{62B00599-25D2-4e09-8C48-03BF26DB8517}\IsSipInputMethod]
"Default"="1"

If it is set to 0 then change it back to 1.

I don't have that line. I found one similar. It says:

HKEY_CLASSES_ROOT\CLSID\{615623E0-A400-11D1-8910-0000F81EA21F}\IsSipInputMethod]

I changed that from "0" to "1", but do not notice a difference.


Any other suggestions?
OK, after you change that reg value then soft reset and verify that it stuck. Then open something like email and deploy your keyboard and then try what I said in my first post here. Click on the up arrow and see if you can find the keyboard.
