Sorry to bump such an old post, but I found a solution that worked for me, thought I would share. I am not a developer, I found this suggestion on the xda dev fourm in a post about uninstalling ArielBattery.

Changing BatteryIconLevels to 21(Dec) fixed two issues: the battery icon not updating and also the battery icon not changing from charging to battery after unplugging the charger.
I really like the speed and reliability of the 21681 Sense 2.1 ROM, thanks for the continuing support.
