not 100% accurate, but pretty close.
EDIT: you tried to activate a phone currently active on Sprint? No can do! Must close Sprint account and free up phone, or change to another phone on that Sprint account (which would then free up the ESN on the tp2, so you could THEN try to activate it on Boost).
Remember folks, this is a privilege, NOT a right!!! - you can easily have it taken away. Be very nice to Boost, and to Sprint. If a CSR tells you no can do, be very nice, hang up, and try again. They are only following their instructions.
