You can't downgrade on an iPhone 4, but every firmware version can be jailbroken. You cannot unlock with that baseband, that's the only reason the baseband even matters at this point. you would only need to back up your SSH blob if you accidentally upgraded to a higher firmware version and had no way to jailbreak, but now your phone is "jailbroken for life" since these new exploits are boot-rom level
oh and yes if anything goes wrong you can always restore thru iTunes and jailbreak it again.
