You have to be rooted.
You can flash it via rom manager using clockwork or RA manager-boot into recovery.
I tried the caulkins tether fix and it made my internet browser crash often when I hit stop or go back while the browser was opening a website, so I just reverted back to my restore point.
I strongly suggest for a back up if you are going to try it.
