HTC TP 2 Won't charge unless turned off or on thether

I've been searching exhaustively and I can only find brief glimpses as to what the problem might be. Been using TP2 for a year and used multiple ROM's. When upgrading to a MightyROM release about 5 months ago I noticed that I could no longer charge without turning off my phone or tethering it to my PC.

When I plug it into my car charger or general charge I get the "choose connection type" (which confusing as that I only want power and that's it.

No matter how many time I plug or unplug the usb cable that's all I get. If I power the phone off, it will charge.

I've tried multiple USB cables, chargers, etc.

I've also read the posts about Battery being hot... my battery isn't hot, to the touch nor via the temp readings (haven't re-installed the utility so I don't remember exactly what it was.

I'm currently running the 18.Sep.2010 release of Energy.

Radio is 2.23.00WV (probably old)
HW version is 0004

Frankly not sure what else you would need to know

I've tried various builds of MightyROM, MaxSense, Velocity, Maverick, all recent builds to the same thing (and before you say it, no, I have not gone and re-installed some old builds.... do I have to?... I really don't want to)

Thoughts? Advice? Suggestions?
