Not sure what you mean by "reformatting" the Evo?
I've never done the Factory Reset via the Settings menu.
Not sure why you would besides pre-flash of a new ROM. For that I always go through Recovery do Factory Reset twice and the Dalvik wipe twice. That might be overkill but I rarely have issues.

I reformat my card by pulling it and using my laptop and a card reader. You could also use the laptop while connected via USB (right click on the drive).
You could do it via Settings I suppose, never tried it myself.
