Not sure why everyone is telling you the PRL is 30031 for your Touch.
AFAIK 4xxxx is the correct series for your phone with the latest just coming out a couple of weeks ago being 40036. I use it on my ppc6800 and it roams on Sprint EVDO in Jax, Fl. for the first time with no problems. Looking at the maps looks like with this PRL you should be in good shape. Download it at
www.corolada.com/prl then follow the ##775 instructions as before to manually load it. Good luck.
