Have you tried a soft reset then running a cleanup app like cleartemp or sktools and then soft resetting again? You might try after you clean turn it off and remove and then re-insert the sim card and then turn it back on and try again. Is there a way to contact the gsm carrier over there and ask about it? Just guesses.
