It really doesn't mean jack squat if a chipset is capable of functionality. What matters is whether the OEM using the chipset licenses and develops a platform that uses the functionality. In this case it's obvious that HTC didn't for their devices, although they've "learned their lesson" and have agreed to do so in the future. Even so, it's good that they're going to release updates that deal with it (even if only partially).
Many may complain that "it's not enough!" and "we paid for it!" but the bottom line is you bought a device to use as a phone and some extras... not some extras that happen to work as a phone.
