Here is the response I received today from HTC:

I understand your concern about not being about to access the Twitter application on your phone. Twitter has changed their authentication scheme and no longer allows login via basic authentication. HTC has spoken with Twitter and they are supposed to go back to their old authentication for the time being to give manufactures more time to put out updates for our phones. Currently, we don’t have an ETA when you will be able to access Twitter via the application. In the mean time you can go to m.twitter.com from your phone’s browser.
