When I was on the Diamond and people were making changes to NRG's ROM in order to get them to work properly, NRG said he didn't want the
modified ROMs posted in his thread(s). But private exchanges between users he had no problems with.
I'm one of those [odd] people that keep every ROM I've ever downloaded and on occasion, I've uploaded previous ROMs to fileshare sites for people requesting a specific older version. I PM the link to the user, never publicly posting them. IMO, I really don't think NRG wants people to bother him to ask permission.
