What I've also tried to do is copy an .mp3 file into the /system/media/audio/ringtones directory in hopes of not having to rescan from dev tools - It didn't work.

none of my ringtones were being discovered either until i decided to remove everything from my storage card, format it, and then copy the latest build back to the card. after that they started showing up about 10 minutes after i booted up android. also, initializing the scan from dev tools has never worked for me. android seems to either find the files on its own or not at all.
also, i didn't use the CAB version, i used the RAR version and copied the files to the storage card manually. that way the files were on the root of the storage card and not in the /andboot folder. seemed to work better for me that way.
