First, that link you mention IS the EPST fix OMJ posted.
EPST wouldnt work on Froyo till some smart feller had the idea to pull the one from Eclair and try it and it worked.
Your issue of the changes not committing can happen with some devices.
Try the 3282-same issue?
After pulling the battery and rebooting do you see any indication of it trying to update you?
If you are able to access the menu to make the changes then EPST works fine.
As long as your device is functioning normally in all other aspects then you didnt mess anything up.
The PRI update is based on luck and location. It doesnt matter whether you use 775 or 3282.

The DroidX has some kick arse sounds!
I'm in the sharing mood so I thought I'd pull the DroidX sounds from another ROM and post them up here for my peeps.
All you need to do is unzip the media folder to your SD card and you should have the new tones as options for ringtones and notifications.
I included one of my own chopped mp3's at no extra charge
