Thanks for the link, however, it does not have the PRL I need. Cellcom has updated the PRL about 6 months ago and the current version is 60010. Is there any way I can pull this off another phone? I might have access to one.

Good News! I was able to dump the PRL from my Titan and update my TP2! I also uploaded the file to the corolada site. Now Cellcom users can fix their roaming and EVDO service.
