As for encoding I would suggest PocketDivxEncoder (
http://www.pocketdivxencoder.net/ ) and load any of the devices with 320x240 res. And modify the settings there.
For playing TheCore player is pretty good as it can play better with the chipset, but I am not sure of it's support for divx, etc. Look into that, or I would suggest TCPMP.
