People are complaining for no reason. You can keep your current plan and device without issue. If you upgrade Sprint is under no obligation to sign you a new contract under your current rate! The $10/$20 charge is a nice discount over anything else on the market like muyoso said.
Prices only go up as time passes... You have to be stupid to think Sprint will leave SERO @ $30 a month when shelling out new devices. They need to cover their costs too.
