I have had the same thing on every TP2 ROM (Energy, Stock, etc)... I found the key is to "un-shuffle" or turn off the shuffle icon, wait about 30 seconds or so, then turn shuffle back on again. Its like it has to re-scan your music files again to build the shuffle list from. Turning on shuffle before it has a chance to do this results in roughly the same random layout because when you turn it on, it has only made it through the same number (and order) of songs...
