Dont officially quote me on this but I dont see how u would be charged for using the Wifi Router feature because so many phones now are mobile hotspots on just about any carrier. Plus most (if not all) ROMs have stealth software built in so u can use that program.
If u dont trust the stealth software use it moderately at first, check ur bill, if nothing changes then go crazy lol. I used 20GB with my carrier verizon last month & no charges on EnergyROM so far
