Now I see there is a delay created to keep the device close to original speed for boot, then speeding up. What happened? Is there no way to get through the painfully slow boot process more quickly and still have a stable device?

The delay you're talking about during startup is for those trying to boot Android. Android will not boot unless the CPU speed is at 528, so safe mode has to be enabled. You can boot with safe mode off and use whatever speed you choose. The phone boots soooo much faster at 806 I can tell you that for sure.
