There are maps for all over the place. Check out TomTom it doesnt list Russia for what ever reason but if you check out the websites for these various navigation platforms I am sure someone has hap coverage.
Edit: I googled TomTom russia and it looks like maps exist as there are Torrents for it. It was just not listed on the tomtom site but the maps section was down so I couldnt tell for sure. try
