Ok so PPST never ran- only the install of that file- and I just soft resetted. When it came back up I checked device info just for kicks and the PRI is indeed updated. How in the world did that happen?

In the following instructions #3 never happened for me. I just want to make sure I did it right and it is ok.

Instructions:

1. Download and Install to the Device (its 280kb, but technically you already have this installed).
2. After the install browse to \Windows and find PPST.exe
3. Run PPST.exe and wait (not sure how long... a minute?), phone will say "no service" ... Don't worry this is normal.
4. Softreset
5. Start -> Settings -> System -> Device Information
6. Confirm new PRL 20225
