It seems to me that you may have something installed that may be causing your problem.
I suggest using SPB Backup or Sprite and do full backup of your phone saved to your card. Then do a Hard Reset.
After your phone boots up, test it with nothing else installed. If it is now working like you want it to, figure out what you had installed that was dorking your phone.
If it is still acting up, you can still restore your phone from the backup you did earlier, or check on getting a replacement device....
