The factory reset/data wipe can knock out battery stats. (Yes there is a separate Battery Stat Wipe but I'm just regurgitating what netarchy posted)
This will cause battery reading to be messed up for a few days till the phone "relearns" the battery's capabilities. Again-just repeating a netarchy post.

He describes a battery calibration technique that I can confirm worked for me on my TP.
Drain your battery all the way down to NOTHING. Pull it. Place it back, if the phone boots then drain it some more to you get nothing. Then recharge it with the phone off to full.
Maybe it was placebo, maybe not but I think this worked for me like I said on my WinMo TP.
There is definitely debate on whether this works or not. I'm just throwing it out there.
I'd recommend trying this overnight as the charge time back to full can be lengthy.
