The answer is....yes.
You dont HAVE to wipe but it's recommended.
I would AT LEAST wipe cache (because you're prepping for the kernel) and dalvik, leaving data in place. Then flash the ROM and then the kernel.
If you see weirdness then a full wipe should fix things.
Regardless, do a nand backup first. Look into Titanium backup to save your apps and data in the event you do a full wipe.
EDIT: Just flashed the LATEST kernel (3.7.8b) without wiping over the deodexed ROM. Everything went fine. I dont recommend that, it's just that I live on the edge
