There are plenty of "complete" Froyo ROMs available here and at xda in the Android/EVO development section.

To ask you a question: When exactly is an OS complete? Google will continue to upgrade and improve Android, as will Apple with iOS, and Blackberry with RIM, and etc. 2.2 is "complete" enough to release it and call it an upgrade. The next version will be 3.0/Gingerbread.

To install, just place on your SD, boot into recovery and flash the ROM image. Do a nand backup first. There are typically links to instructions in all of the ROM threads.
