Well this is what I was thinking about; HTC knew they were releasing .3 to a select few testers perhaps. They have to have had a method in place already to get these units later updated to the final.
I think they put it out to see if it would leak and how fast, or just to get a buzz going about the 2.2 update (free publicity). They then warned everyone not to install the leaked update. They told everyone the full release update would be made available on 08/03, they were on schedule.
So now, they sit there chuckling at those people that applied the leak, most probably already having a fix and just letting us sweat it out, perhaps to learn a lesson for the next time, so we don't get burned again..

NOTE: Can't imagine many of the ansy in the community didn't apply the .3 update, and aren't looking for their own "fix"...
