I PM Darren.wlsn earlier today and here is what she suggested regarding the Manila Icon Tab Rearrangement issue and it worked like a charmed for me. I have asked her if she would authorized me to share it with the rest of you guys and she hasn`t answered yet. Which means I will pull this post at anytime if she disagrees. In the mean time, I will post her suggestion with the assumption she won`t mind.

Disable Sense
Delete \Windows\ManilaFull.xml
Delete HKLM\Software\HTC\Manila\Configuration
Restart and re-enable HTC Sense

PS: Just delete this entire \Configuration and follow the other instructions and that should resolve it.
