We are allowed to root our phones now however the phone company's and the phone manufactures are allowed to try and put road blocks in to make it hard for us to root or unlock. So its leagal but if someone doesnt want you to do it they can still try and keep you from doing it. Also with tethering that has nothing to do with the new law. Sprint can choose to charge for that if they want.
