No, you will not be able to install if you decline access. This is an issue with iphone apps as well though i don't think you ate given the same disclaimer android gives. So far i haven't installed anything that wanted access to anything to absurd. I first thought it was weird when a keyboard wanted access to my contacts but i figure its so it can search my contacts as i am typing out a name when sending a message. Im not too worried about any of this.
