Or an easier way that I just thought of is to hit the battery icon in the task bar>battery and check that instead of the first way that I explained, it's quicker, and I will try to think of any other place for you to check that might stop you from charging over USB.

Ya, sorry I should've mentioned I already checked that and it's unchecked. If I plug the phone into the wall it charges in two hours and the previous ROM charged fine over usb if somewhat slow. Not sure what's up with this one.
