Thanks to kiint on XDA Developers, it's fixed and it didn't even need a reboot!

To summarize:

Go to: HKLM\System\CurrentControlSet\Control\layouts\e001 0409
Be sure these are set this way:
Ime File = \Windows\et9ime.dll
Layout Text = ET9 IME

Go to: HKLM\Software\Tegic\eT9
Set:
XT9SupportMSSip=0
