you dont have to boot it up. put it in bootloader mode and flash away. i'm trying to tell you there's nothing wrong with your phone. everyone that has an unlocked verizon tp2 and flashed the mr2 rom had the same problem as you right now. all you have to do is put it in bootloader mode (with the phone off, hold the vol down button then hold the power button and dont let go of them until the bootloader screen comes up. only takes a couple seconds.) then plug in usb cable and run the relocker. when it's relocked, if it still doesn't boot up, then just flash the mr2 rom again.
