I'm fairly new to the process as well...
Basically, each ROM has a Page Pool set when it is cooked. From what I understand, a Page Pool is very similar to a Page File in Windows - disk space, or in this case, Ram reserved for the operating system to write to when needed.
It can be adjusted lower to save Ram, or higher to increase the amount of room the OS can use. Somewhere in between is the sweet spot that gives you the best of both worlds.
Unlike your PC, you don't have GB's of HD space on a smartphone to make the page pool as huge as you want.
There is an app that allows you to change the PagePool amount prior to flashing the rom. (see below - Thanks thewahlrus!)
