No the Hard SPL is only done once and the phone is unlocked for good. So are you saying when you run the ROM Update exe nothing happens at all? Or do you get the Wizard and it errors out in some way? If nothing happens, maybe you have an AV program that is blocking it thinking it is harmful (false positive) or something. Disable your anti-virus and try it again. Otherwise I'm not sure why that would happen. I have Win 7 x64 and can run it normally with no problems.
