Weatherpanel has required a few patches of late, so an OEM hasn't been recommended... (I think it's finally stable, until 2009 at least.) For the latest patches go here:

It works under WM6, but all official support stopped years ago... A few dedicated hackers have been patching it, but it is close to end-of-life we don't have access to the source code...
The closest alternative I have seen is SBSH PocketWeather... I just bought this, and it offers a great deal more potential than WeatherPanel... It's graph function is about the only major thing I can complain about, but new versions are coming out regularly, unlike WeatherPanel...
I recommend using WeatherPanel for the time being, but switching to PocketWeather sometime in the next few months...
