There will be no difference between 23127 and 23128 in the Lang packs. I did a binary compare to confirm that there was no difference in Lang between 23126 and 23127.
Take the 0409 from 23127, add it to 23128 - you now have a complete 23128 ready to build!
What makes you think AndrewSh is going to upload 0409 builds? It was pretty clear to me from his post on xda that he posted and was done. It was a bit unclear, though, as to whether Alexx~ might post more complete builds....
