First off, I didn't write the standard MM provisioning, JMZ did, I wrote the auto provisioning app. The standard provisioning app does have the code in it to allow it to recall the last selected carrier, he just never implemented that part. There really was no need, since you only need to run it once. If you really want to see if it's installed, just look at installed programs, since all it does is install a cab file.
As for the auto provisioning, if your phone doesn't display the correct Carrier name in the upper left hand corner, then it WILL NOT auto provision, since that value comes from the same place I read to determine the carrier. This is a problem with something being screwed up with the PRL and PRI, so the radio is not reporting the carrier to WinMo correctly. To fix this for Sprint the directions are here:
