Yes the # means your rooted.
The issue is either the OTA files or your attempt at installing the recovery.img.
You are at the last step which allows you to boot into Recovery, it is not functional as there are other ways to get this done.
You can use ROM Manager to install the Recovery for you (assuming that your issue is user error and not something wrong with your setup).
For now you can get to the Recovery screen by running the batch file that comes in the evo recovery folder when you select Recovery from bootloader.
