Hmm, interesting thought, but I'm still going to say it's just an excuse... droid x has hdmi out and is dominating every other device in benchmarks. Don't you think HTC could easily come up with a way to reduce fps to 30 when hdmi is connected, then go back to higher rates when disconnected? Didn't XDA already hack it? Anyone know if HDMI out is still working properly after the hack?
Plus, remember the huge battery drain problems when the EVO first came out? I bet letting the frame rate max out didnt help... However, the OTA update helped with battery a lot, so if that was the original reason then I hope they can fix it officially now that people are getting better batt life...
