I did some searching and couldn't find any info on this. I do know that the language is controlled by locale language MUI files.

For example, the code for English is 0409

I did some searching and found that:
Spanish - Spain (Traditional) = 1034
Spanish - Mexico = 2058

If you can find the mui files for either of those language codes, you may be able to place them in the \Windows directory. But to be honest, I have NO idea where to start to look for those. I can't even find a spanish ROM!
