This would be better posted in the HTC Vogue forum. That is the codename for the Touch.
There should be an option that you can access from Outlook Email. I don't have it set up right now (I use my BB for work) so the last few steps might be off a bit but close.
1. Open Outlook Email
2. Click Menu then tools then options
3. Click Outlook Email
4. One of the last pages should have you set up a schedule to automatically send/recieve. It is the same page that sets how much of each message to download.
