I haven't seen one, but that a pretty cool idea. I started messing with it, not really sure how pull the numer in from the caller id. A basic app to look up a numer you type in is pretty simple, i would prefer one that presented an option during the phone ring I just don't think it would return results fast enough to be valuable.
