I used to think that too, but it doesn't. There is the gtalk app, which one signs into and can chat, then there is gtalk which runs in the services. Yes, it is active when gtalk is active, but it also is active through the market (it notifies you when updates for apps are available) and it works for the gmail app (push mail).
Since the OTA update, it runs in services constantly. However, it does not drain the battery. Last night, my phone had been up for 1 day and 10 hours and was at 9%. That is with heavy use. When my phone "sleeps" my battery doesn't drain a single percentage. I'd argue that something else is draining the battery.
To get rid of it would disable some good features such as pushmail and and update notifications.
